Souder, Miller & Associates has successfully assisted communities and organizations in accessing a variety of state and federal funding sources such as New Mexico Legislative grants, and Rural Infrastructure Program, New Mexico Finance Authority, and Rural Utility Service funds.

SMA assists many public and private entities in securing and maintaining reliable sources of high-quality drinking water and in the proper disposal of liquid wastes. Many of these projects often need to be phased to reduce the financial burden associated with the improvements. The initial phase includes a site investigation resulting in a preliminary engineering report of the water or wastewater system. This report contains specific information regarding:

  • the age of the existing system
  • the adequacy of equipment
  • the required system capacities
  • any ancillary data, such as possible inflow/infiltration sources (for wastewater projects) or well head protection programs (for water projects).

An estimated project cost is then used to develop and identify possible funding sources.

During the design phase SMA produces preliminary and final engineering designs based on the needs and means of the client and the requirements of the funding agency. These designs often involve supply well and system siting, collection/distribution and treatment system design, storage system design, and system permitting.

Throughout the construction phase SMA provides construction oversight services as well as many other services critical to the proper operation and maintenance of the new system. Operation and maintenance manuals, system as-built diagrams, and loan closure documentation are all services commonly required by public and private entities when installing a new water or wastewater system.

SMA performs all phases of water projects, including:

  • Conceptual and master planning of water systems and site development
  • Preparation of Preliminary Engineering Reports (PERs), review of PERs by others, and PER Amendments
  • Water supply wells, reservoirs and springs
  • Storage tanks including welded steel, bolted powder coated steel and bolted glass coated steel
  • Distribution and transmission piping using gravity and/or booster stations
  • Treatment systems design for managanese, iron, arsenic, fluoride, radionuclides and GWUDI (groundwater under the influence of surface water)
  • Hydrogeologic investigation, well siting, and well design
  • Water rights
  • Site development
  • Property boundary, topographic, easement, right-of-way, and construction surveying
  • Bid administration, construction administration, and construction observation
  • Permitting
  • Funding assistance
  • Design/build
