 Preliminary Evaluation

SMA provides scoping reports for small and large landfills as well as solid waste handling and compost facilities. SMA completes fatal flaw analysis, environmental review, hydrogeologic evaluation, permitting, engineers estimation for construction and operation, route studies and public awareness campaigns. As the planning process progresses SMA provides surveying services (legal and topographic), driveway permits (where entrance to state or federal rights-of-way may be required) and assists in properly addressing local zoning requirements.

Facility Design and Construction

Whether your needs involve development of a small rural convenience station, a larger municipal transfer station, composting/recycling, expansion of an existing facility or an entirely new sanitary landfill, SMA supplies a full complement of required engineering design and environmental support services. Development of plans will typically include the collection of geotechnical information for foundation or liner design, review of topographic information for suitability of the site, development of stormwater management plans and the design of site infrastructure to accommodate the intended level of use.

 When proceeding into construction, SMA offers bid-process administration (full or partial support, as the client may need), assists with contractor evaluation and then provides full or part-time construction observation. SMA oversees the collection of QA/QC compaction data prior to liner installation and then oversees the collection of QA/QC liner samples to meet the requirements of the regulatory agencies. After installation SMA prepares documents summarizing the final construction details (such as panel layout), testing and compliance results. 

Operation

Proper documentation of events during the operational life of the landfill is critical to the future liability of the site. Whether groundwater monitoring, methane monitoring or estimates and reporting of waste received, SMA has the engineering, environmental and surveying resources needed to collect and record the critical data. SMA completes sampling, develops the reports and manages the regulatory contacts for the project.

 Closure and Post-Closure

Once the facility has reached the end of designed life, SMA assists the client with development and implementation of a closure plan. SMA works with the client to help determine suitable post closure land use, assists with bidding for closure activities such as liner installation and seeding and works with the regulatory agencies to minimize the financial burden to the community.
