Experience:
Vice President/Senior Civil Engineer for Souder, Miller & Associates (incorporating On
Site Technologies)—Mr. Metzler began working with SMA (then OST) in February 1999. Mr.
Metzler is responsible for execution of all civil engineering design projects in the
Farmington office and managing resources to ensure the professional execution of those
projects. Mr. Metzler is responsible for project budget control as well as the project
schedule. A key function of Mr. Metzler’s is to ensure responsive professional service,
meeting the quality standards of the company and the quality expectations of the client.
As Senior Engineer, Mr. Metzler maintains consistent communication throughout the
execution of a project to ensure owner satisfaction while maintaining a high standard in
quality technical service.
Region Business Line Manager/Senior Project Manager/Principal-in-Charge, RUST Environment
& Infrastructure, Irvine, California—Mr. Metzler served as a Senior Manager and
Principal-in-Charge (SPM/PIC) for RUST E&I from January 1993 through January 1999. As
SPM/PIC, he had the responsibility of securing physical and human resources necessary to
meet the demands of major projects completed by the Southern California Division of RUST
E&I. In addition, as SPM/PIC his responsibilities included budget and schedule control and
monitoring, client/owner contact and interface, contract negotiation, and staff, client,
and company coordination. As Senior Manager, Mr. Metzler was responsible for the broader
aspects of project coordination involved in sharing and securing resources from other
offices, making sure that the latest technology was being used on all projects.
Region Manager of Projects, Waste Management of North America, Irvine, California—As
Region Manager of Projects for WMNA–Western Region, Mr. Metzler was responsible for the
implementation and oversight of the project management program for all capital projects
developed by WMNA in the Western United States, including Washington, Oregon, Arizona,
Colorado, and New Mexico. He was responsible for implementation of a comprehensive project
management program, which began with a written project development plan, approved by
management, and ended with final project closeout and acceptance. In the role of Region
Manager of Projects, Mr. Metzler monitored the progress of each project’s technical
execution, budget, and schedule. He was responsible to report project activities to Region
Presidents, Vice Presidents, and corporate staff.
Director of Public Works, Chandler, Arizona—Mr. Metzler was responsible for providing
management and supervisory direction to the Department of Public Works (DPW) for the City
of Chandler, Arizona. The DPW was responsible for project development and operational
control, including: planning, engineering design, inspection, construction and control
surveying, maintenance activities, budgetary control, scheduling, staffing and department
communication. Areas of responsibility included: water and wastewater systems, water and
wastewater plants, transportation systems, airport, vehicle maintenance, and building
maintenance. Specific duties included: 1) long- and short-range capital projects planning,
2) operations and project budget development, review, and control, 3) development and
maintenance of professional and technical standards, 4) development and implementation of
staffing plans, 5) development and communication of department policies to City
Management, 6) communication of DPW programs, projects, and activities to the business and
civic leaders of the city, 7) communication of the concerns of the citizens and the
policymakers to the DPW staff, 8) representation of the City and the DPW at public meeting
and with local, state, and federal agencies, and 9) performance of public relations
functions.
Director of Public Works, Farmington, New Mexico—Mr. Metzler was responsible for managing
the Department of Public Works (DPW) for the City of Farmington. The DPW was responsible
for providing comprehensive engineering, construction, and maintenance services in four
major areas: 1) water and wastewater utilities, 2) transportation, 3) vehicle and building
maintenance, and 4) engineering and planning. The responsibilities included: capital plan
development and implementation; budget development, review, and control; setting and
maintaining professional/technical standards; development and implementation of staffing
plans; representation of the City with federal, state, and local agencies; and public
relations for the DPW.
City Engineer, Farmington, New Mexico—As City Engineer for Farmington, Mr. Metzler’s
responsibilities included: 1) supervising the city engineering division, which was
responsible for engineering design, surveying, construction inspection, building
inspection 2) engineering review and contract administration for all City projects, 3)
grant writing and grant administration, and 4) budget development and control.
William Matotan & Associates, Albuquerque, New Mexico—Mr. Metzler was Senior Project
Manager of design for major wastewater collection system for the City of Albuquerque, New
Mexico. He was responsible for coordination of all field survey crews and engineering
design staff. In addition, he was responsible for interface with City staff and regulatory
agency staff. Project responsibilities included detail design, budget control, staff
scheduling, and overall project scheduling.
