Pueblo de San Ildefonso (Owner) is requesting Bids for the construction of the following Project:

Wastewater System Improvements Project – Phase 2

Bids for the construction of the Project will be received at the Pueblo de San Ildefonso located at 02 Tunyo Po, Santa Fe, NM 87506, until Wednesday, October 12, 2022 at 1 pm local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Work of the Project includes the installation of approximately 15,251 linear feet (LF) of 8‐inch PVC gravity sewer line and 2,109 LF of 6‐inch PVC gravity sewer line along with manholes. Sewer service will be extended to thirty‐eight (38) existing homes and tribal facilities currently on individual septic systems by installing approximately 4,914 LF of 4‐inch PVC SDR‐26 sewer service lines, including cleanouts per the International Plumbing Code (IPC) requirements. Two grinder pumps will be installed at individual homes for the service connections. Existing septic tanks for the 38 facilities will be pumped empty, demolished, filled with sand and abandoned. The system will also include 2 lift stations; one at the Pueblo South area, and one within the Pueblo Center area. Approximately 10,682 LF of 1.5‐inch and 3‐inch HDPE DR 11 low pressure sewer force main will also be installed. The alignment of the new wastewater collection lines will follow along existing roads to the extent possible. The wastewater from the sewer expansion will be pumped into the existing lagoons.

The Project has an expected duration of 460 calendar days.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8 am and 5 pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of $100.00 for each set. Bidders who return full sets of the Bidding Documents in good condition within 10 days after receipt of Bids will receive a full refund. Non‐Bidders, and Bidders who obtain more than one set of the Bidding Documents, will receive a refund of $50 for documents returned in good condition within the time limit indicated above. Make deposit checks for Bidding Documents payable to Souder, Miller & Associates.

Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery service. The shipping charge amount will depend on the shipping method chosen.

Pre‐bid Conference

A pre‐bid conference for the Project will be held on Wednesday, September 28, 2022 at 1 pm at Pueblo de San Ildefonso Governor’s Office, 02 Tunyo Po, Santa Fe, NM 87506. Attendance to the pre‐bid conference is highly recommended.

American Iron and Steel

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A ‐ Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.


The following waivers apply to this Contract:

De Minimis,

Minor Components, and

Pig iron and direct reduced iron.
