General Notice
Sierra Vista Mutual Domestic Association (Sierra Vista MDA, SVMDA) (Owner) is requesting Bids/Proposals for the construction of the following Project:
Sierra Vista MDA Water System Improvements
SMA Project Number 6432649
Bids for the construction of the Project will be received at Souder, Miller & Associates (SMA) located at 5454 Venice Avenue NE, Suite D, Albuquerque, New Mexico 87113, until April 6, 2026 at 11.30 a.m. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Part A: Installation of approximately 17,000 linear feet of new 4-inch, 6-inch and 8-inch C-900 DR18 waterline, approximately 5,000 linear feet of 1-inch SDR 7 Polyethylene service lateral with connections to existing residential water meters, installation of new fire hydrants, gate valves, Combination air/vac valves in vaults, and all other associated fittings and appurtenances, connections to existing system, plugging and abandonment of existing ca. 1958/1989 waterlines, removal/salvaging/disposing of existing appurtenances, paved and gravel roadway restoration, permitting and coordination with Bernalillo County, compliance with New Mexico Environment Department and Water Trust Board WPF funding requirements, and Drinking Water State Revolving Fund (DWSRF) funding requirements, administered by the New Mexico Finance Authority;
Part B: Cap, plug, properly abandon existing supplemental well, ca. 1977, including preparation and filing of Well Plugging Plan of Operations, removal of existing abandoned well house facility and associated electrical, backfill, compaction, disposal, grading and site restoration, construction and installation of new supplemental well, associated wellhouse electrical improvements and modifications, coordination of SCADA programming with A&S Enterprises, wellhouse manifold piping/plumbing modifications, connection to existing system and coordination with the Bernalillo County, New Mexico Environment Department and New Mexico Office of State Engineer, compliance with Drinking Water State Revolving Fund (DWSRF) requirements, administered by the New Mexico Finance Authority.

Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with any addenda, if any, list of registered plan holders, reports, or other information relevant to submitting a Bid for the Project. Pre-bid Conference
A mandatory pre-bid conference for the Project will be held on March 5, 2026 at 10.30 am at Sierra Vista MDA Office, 3 Sierra Blanca Rd, Cedar Crest, New Mexico 87008. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.
