Sealed bids will be received by the Doña Ana County Purchasing Department, Room 2-130, at Doña Ana County, 845 N Motel Blvd, Las Cruces, New Mexico 88007 for the Project listed below no later than 09/27/2023 at 2:00 p.m. at which time the public opening and reading of bids received will begin.  Bids will be considered by the Doña Ana County Flood Commission at its next regular meeting following the opening of bids, or at a later meeting, as the interest of the Doña Ana County Flood Commission requires.  For complete digital copies of the Plans, Specifications and Contract Documents to be used in connection with the submission of bids, the prospective bidders are invited to contact the ENGINEER listed below. Digital Bidding Documents may be obtained by sending a request to brice.ortiz@soudermiller.com  at which a return email will be sent with either the Bidding Documents attached or a link to download the Bidding Documents.  Prospective bidders should attend a non-mandatory Pre-Bid Conference either in person or via Microsoft Teams, which will be held at 1:00 p.m., on 09/06/2023 at Doña Ana County Government Center 845 N Motel Blvd, Las Cruces, NM, 88007. If the prospective bidder wishes to attend virtually, requests should be submitted to brice.ortiz@soudermiller.com no later than 08/30/2023 so proper accommodations can be arranged. The Pre-Bid Conference will be followed by an optional site walk held at the location of Phase 1 on Holman Road, approximately 3.7 miles north of US-70. Bidder’s attention is directed to the fact that "Subcontractors Fair Practices Act" will be in effect for this project.

DRAGONFLY CHANNEL PHASE 1-2B/3A

GENERAL DESCRIPTION AND LOCATION OF PROJECT:

 

Project Phase 1 consists of improvements to the Holman Road Crossing, channel construction, energy dissipation features relocation and lowering of utilities & installation of fencing. Holman Road Crossing will consist of (5) 10’x10’ double opening box culverts & wingwalls underneath Holman Road. Channel construction will include 28,550 CY of earthwork to be excavated and stored within the designated deposition area, with top soil stripped and stockpiled to cap deposition area at the end of earthwork activity. Energy dissipation features will include 292 CY of soil cement and 170 CY of wire enclosed rip rap to construct a soil cement pad on upstream side of box culverts and riprap dissipation on the downstream side. Utility work includes relocation of 466 LF of force main, installation of 4 new sewer manholes, and lowering of 520 LF of ductile iron waterline. Fencing improvements will include removal of 310 LF of existing fencing and installation of 1,816 LF of new 4 strand wire fencing.

 

Phase 2A consists of channel construction, energy dissipation & access features, maintenance road construction, installation of fencing and lowering of existing agricultural waterlines. Channel construction will included 244,000 CY of earthwork to be excavated and stored within the designated deposition area, with top soil stripped and stockpiled to cap deposition area at the end of earthwork activity, approximately 15,000 CY of excavation off site to waste, and 34,600 CY of excavation to embankment to construct channel. Energy dissipation & access features will include 5,342 CY of soil cement and 1200 CY of wire enclosed rip rap to construct (4) 5’ tall soil cement drop structure consisting of 1’ stair stepped lifts, and soil cement maintenance ramps on each side of the channel for every section in between drops. Additional energy dissipation will be constructed with a rip rap erosion dissipation pad at the entrance to Isaacks Lake. Maintenance road construction will consist of 15,500 SY of 4” base course in 12’ width along both sides of the channel. Installation of fencing will include installation of 9,450 LF of new 4 strand wire fencing along both sides of the channel. 720 LF of existing 1 ¼” black poly agricultural water lines will need to be lowered underneath channel bottom and encased within a 4” HDPE Gas line sleeve and connected to existing lines on either end of the channel.

 

Phase 2B consists of channel construction, energy dissipation & access features, maintenance road construction, installation & removal of fencing and utility lowering. Channel construction will included 234,000 CY of earthwork to be excavated and stored within the designated deposition area, with top soil stripped and stockpiled to cap deposition area at the end of earthwork activity, approximately 15,000 CY of excavation off site to waste, and 40,000 CY of excavation to embankment to construct channel. Energy dissipation & access features will include 6,150 CY of soil cement and 440 CY of wire enclosed rip rap to construct (5) 6’ tall soil cement drop structure consisting of 1’ stair stepped lifts, and soil cement maintenance ramps on each side of the channel for every section in between drops. Maintenance road construction will consist of 15,500 SY of 4” base course in 12’ width along both sides of the channel. Installation of fencing will include removal of 2,315 LF of existing fence and installation of 11,500 LF of new 4 strand wire fencing along both sides of the channel. 520 LF of existing 12” PVC water lines will need to be lowered underneath channel bottom and replaced with 12” ductile iron water line and installed with appropriate fittings.

 

Additive Alternate Phase 3A consists of channel construction, energy dissipation & access features, maintenance road construction, installation of fencing and lowering of existing agricultural waterlines. Channel construction will included 111,000 CY of earthwork to be excavated and stored within the designated deposition area, with top soil stripped and stockpiled to cap deposition area at the end of earthwork activity, approximately 10,000 CY of excavation off site to waste, and 6,500 CY of excavation to embankment to construct channel. Energy dissipation & access features will include 6,000 CY of soil cement and 300 CY of loose rock to construct (1) 7’ & (3) 6’ tall soil cement drop structure consisting of 1’ stair stepped lifts, and soil cement maintenance ramps on each side of the channel for every section in between drops. Maintenance road construction will consist of 4,500 SY of 4” base course in 12’ width along both sides of the channel. Installation of fencing will include removal of 1,562 LF of existing fence and installation of 3,400 LF of new 4 strand wire fencing along both sides of the channel. This phase will be exercised if total bid comes in within owner’s allowable project budget.

 

Project is located approximately 3.7 miles north of US-70 along Holman Road. Project will extend west to Isaacks lake, and east approximately 1,700 feet if additive alternate phase 3A is exercised. Project is located in Doña Ana County, New Mexico.
